The Implantation Rules for Student Self-Governed Groups and Students Associations of National Taiwan University

Chapter 1 General
 
Article 1 (Law)
This implementation rule is stipulated in accordance with Article 7 of Subsidiary Rules for Student Self-Governed Groups and Students Associations of National Taiwan University
 
Article 2 (The Basis of Subsidiary)
The subsidiary of activities of the student self-governed groups and students associations (herein after called students associations) is carried out in accordance to this implementation rule unless otherwise stated.
 
Chapter 2 Application Procedure
 
Article 3 (Application)
The application for club activities subsidiary is in two phases; the first phase is the application for periodically planned activities; the second phase is the application for individual activity.
 
Article 4 (Application for periodically planned activities)
This means the subsidiary application for the club activity pre-scheduled within a particular period.
The above mentioned particular period is divided into three periods: first semester (including winter vacation), second semester, and summer vacation. For the activities to be held in first and second semester the club should apply the application within three weeks after the school opening date; for the activities to be held in summer vacation, the club should apply for subsidiary before May 15th of that year. However, if SAD otherwise announced submit deadline, that should be followed.
Clubs apply for periodically planned activities should submit activity proposal in writing, including activity plan and budget.
SAD will subsidies 70% to 90% of the total subsidized amount to that club for clubs apply for periodically planned activities. 
The precedence budget proportion is subject to change within the above mention range depending on the execution of the precedence year.
 
Article 5 (Application for Individual Activity)
This means that the club applies for the subsidiary for the individual activity before the activity date.
The club should submit Club Activity Application and Activity Proposal to SAD seven business days before the activity date.
The Activity Proposal should include the activity name, purpose, organizer, co-organizer, time, location, schedule, budgets, participants, staffs, and required assisting matters.
For clubs applied for periodically planned activities on the same activity, they should apply for individual activity in accordance with this rule; otherwise it is seemed as given up the subsidiary of the proportioned budget.
The amount subsidized for the individual activity is the same as the announced amount for the periodically planned activities in principal; if the amounts have huge differences, SAD may adjust the amount subsidized.
Although the clubs do not apply for periodically planned activities for particular activity, they can still apply for individual activity; only that the subsidiary will be depended on the balanced subsidiary of the club.
Insurance policy and parents’ consent form for the minors should be attached for outside school activities which have certain risks.
 
Chapter3 Subsidiary Standard
 
Article 6 (Approval)
The approval of the budget should be reviewed depend on the annual total budget of SAD and the completeness, scale, and purpose of the activity. 
If the activity held by the club is not in comply with the club motto, lack of proposal and budget expense list, the fund is sufficient from other sources, or other matters against the meaning of subsidiary, SAD will not approve the subsidiary.
Article 7 (Subsidiary Standard)
The subsidiary standard of all kinds of activities held by the clubs is as follows (the proportion may subject to change in accordance with the SAD budget of that year and announce):
 1. Cadre training or camping
a. One-day activity: subsidiary is NTD 1,000 to NTD 3,000.
b. Two-day and one-night activity: subsidiary is NTD 2,000 to NTD 5,000.
c. Activity more than three days: subsidiary is NTD 3,000 to NTD 6,000.
d. Each cadre training or camping of one club is subsidized once every semester. The social service clubs belong to department association or alumni association can apply for another cadre training.
2. Academic activity
a. Speeches, seminars, workshops: subsidized each speaker of each event NTD 1000 to NTD 2000. The speakers must be professionals from the school or outside the school. Lecture by the senior students is not subsidized.
b. Exhibitions: subsidize each event NTD 1,000 to NTD 3,000.
c. Competitions: subsidize each event NTD 1,000 to NTD 3,000.
d. Club activities: subsidize each event NTD 1,000 to NTD 3,000. This is limited to one subsidy in one semester.
3. Publications
a. Newspapers: each issue subsidy NTD 1,000 to NTD 5,000.
b. Magazines: each issue subsidy NTD 5,000 to NTD 10,000.
4. Maintenance or procurement of club properties 
a. The subsidiary is mainly on the equipment maintenance, then the procurement of new equipment. This is limited to one subsidy in one semester.
b. The subsidiary is mainly on the non-consuming hardware equipment and depends on the type of each club.
5. Recreational activities
a. In-school performance: subsidize each event NTD 1,000 to NTD 6,000.
b. Outside school performance: subsidize each event NTD 5,000 to NTD 25,000.
c. Participate in inter-school or inter-department competitions: if the competition is held in the north of Taichung (include Taichung), subsidize each event NTD 3,000 to NTD 5,000; if the competition is held in the south of Taichung, subsidize each event NTD 5,000 to NTD 10,000; hosting the competition, subsidize each event NTD 5,000 to NTD 20,000.
d. Hold whole school, inter-college/department, and inter-clubs activities: subsidize each event NTD 2,000 to NTD 20,000. This is limited to one subsidy in one semester.
e. Apply for outside school professional directing fee: the subsidiary is evenly distributed to each club applied for the subsidy. The application should be in complying with the club motto; this is limited to one subsidy in one semester; the directing should be at least once a week.
6. Social services
a. Social services within school semesters, subsidize each team NTD 3,000 to NTD 5,000.
b. Social services during winter and/or summer vacations, subsidize each team NTD 8,000 to NTD 30,000.
c. Summer and/or winter vacation social services should submit activity proposal in the beginning of June and December to SAD and expense details after the events to complete the payment.
7. Synthesize activities are subsidized in accordance with the scale and characteristic.
If the amount of subsidiary needed by the club is less than the lowest standard of the above mentioned, the amount subsidized can be less than such amount.
The subsidiary of in school and outside school projects is handled in accordance with the regulations of each project; the precedence regulations do not apply.
 
Chapter 4 Payment
 
Article 8 (Payment procedure)
The procedure for “claiming the funds” in Clause 6 of Subsidiary Rules for Student Self-Governed Groups and Students Associations of National Taiwan University is as follows:
1. Claiming the funds within the annual budget of SAD:
a. The students clubs should bring club stamp, club leader’s personal stamp, post office deposit book, and two activity photos to the original clerk in SAD and fill out (1) subsidiary application form for students’ activities in duplicate form and (2) club expense application duplicate form within the announced payment period.
b. Receiving the payment:
The subsidiary will be transferred into the club’s post office account after three weeks of completing the above claiming procedure.
c. If the above procedure is not completed, it is seemed to give up the subsidiary.
2. Claiming the funds for outside school sponsors:
a. Fill out “receipt application” after the consent of the sponsoring units and the directing teachers.
b. The sponsored fund should submit to school cashier after received by students clubs.
c. The receipts should be in complied with the following rules:
(1) All the receipts should be the expenses within activity period.
(2) All receipts and invoice should state the using unit, item, product name, quantity, unit price, and usage.
(3) Attach quotations from more than one company if the invoice amount exceed NTD 10,000 (posters and materials should have samples).
(4) Attach name list of accommodation, meals (take-out meals, eat in), and insurance premium.
(5) The receipts for stores not using invoice should have store stamp and personal stamp of the person in charge.
(6) Attach stamp tax of 0.4% if there is no unified serial number on the store stamp.
(7) The receipts should be glued as the attached examples, and should not be folded. Please handle in accordance with the rule.
(8) The receipt of quotation and deposit should not be used as payment receipts.
(9) Please write the user, usage, and the plate number on the oil receipts.
d. Please bring club stamp, personal stamp of the club leader, post office deposit book, performance report and the documents required by the subsidiary unit to SAD for payment within two weeks after the end of the activity.
e. For those governmental units require original receipts, they should cope with fiscal year and complete the payment no later than one month (the end of November) before the end of the fiscal year.
f. Please return the payment receipt to school if the subsidiary is not acquired for closure.
g. For the clubs received outside school subsidiary and the amount has been deposit to school, if the payment is not to be completed on that year, unless there is special reasons, it is seemed to give up the subsidiary if the clubs do not claim for the payment after being notified in written form. SAD may transfer this subsidiary into school fund depending on the situation.
3. For clubs applied for outside school subsidiary, please attach activity proposal within the regulated period for school to submit the application by providing official documents.
 
Chapter 5 Supplementary Provision
 
 
Article 9 (Effective)
This implementation rule shall become effective approved by Student Consult Committee.
